Job Description

PCG is seeking an experienced Drug and Alcohol Program Designated Employer Representative for its Corporate Human Resources 985 operations based in Lenexa, Kansas or Houston, Texas. This individual will administer, enforce, and advise on our comprehensive drug and alcohol testing programs to ensure compliance, promote a safe work environment, and support the well-being of our employees. This position requires a meticulous individual with an understanding of industry standards, regulations, and best practices related to drug and alcohol testing programs.

 

Responsibilities: (not limited to)

  • Serve as an internal workplace drug and alcohol testing program subject matter expert, providing guidance on policies, processes, and procedures.
  • Contribute to the development and enforcement of testing policies and protocols in alignment with industry standards, contractual and legal requirements.
  • Monitor, prioritize and provide timely responses to inquiries from internal and external customers for a variety of drug/alcohol testing needs and situations.
  • Coordinate, validate, document, and report test results and eligibility based on various program criteria utilizing multiple systems and websites.
  • Maintain accurate records for all testing activities, including test results, progress updates, correspondence, and detailed case notes.
  • Thoroughly investigate drug and alcohol testing issues, determine and communicate appropriate actions utilizing established protocols and industry best practices, monitor to conclusion, and escalate as appropriate.
  • Liaison with third party vendors, collection sites, occupational health providers, laboratories, and Medical Review Officers (MROs) providing guidance and responses aligned with internal policies and processes.
  • Address employee inquiries and concerns regarding testing programs, procedures, violations, return-to-duty, medication safety concerns, accommodation requests, treatment resources, etc.
  • Assist with maintaining multiple employee random rosters, communicating selections, and monitoring completion.
  • Compile and analyze testing data for internal audits to evaluate compliance with company standards.
  • Compile testing data for routine reports and external audits, and entry into 3rd party databases (DISA, NCMS, CCS, ISNetworld, etc.).
  • Evaluate drug and alcohol testing language in union agreements and legal contracts, identifying differences in procedures and recommending adjustments for alignment.
  • Conduct regular training for employees and supervisors to promote education and awareness of company policies and procedures. (Some travel required)
  • Create and promote substance abuse prevention education materials and maintain resource file.
  • Maintain on-call availability during off-duty hours for drug and alcohol testing-related events and investigations as they arise.
  • Routinely monitor applicable state and local drug testing laws to ensure company drug testing policies and procedures comply.
  • Maintain ongoing knowledge of DOT/Part 40 drug testing concepts, policies, procedures, and requirements, and monitor federally regulated testing and documentation to ensure compliance.

Requirements

Basic Requirements:

  • At least 1 year in Human Resources or relevant field
  • Exceptional attention to detail and ability to organize and prioritize tasks independently
  • Positive attitude towards teamwork and collaboration
  • Bachelor’s degree in Human Resources or related discipline, or comparable work experience
  • Excellent written and oral communication skills with discretion and confidentiality
  • Ability to educate employees at all levels effectively and confidently
  • Knowledge of HR processes and best practices

Preferred Requirements:

  • Experience as a Designated Employer Representative or similar role familiar with drug and alcohol testing policies, laws, and procedures
  • Bilingual in Spanish
  • Previous exposure to unionized construction industry
  • Local to either the Kansas City Metro Area or the Houston Metro Area
  • Working experience with DOT drug and alcohol testing regulations
